These rules have been applied on the basis that the property is in Groningen or Haren. They do NOT apply in the former municipality of Ten Boer, where no housing scarcity was established, and where only the tourist tax is due. If this property is in Ten Boer, tell us and the 30-night limit and the notification duty will be lifted.
What this means in practice
- Regulation (EU) 2024/1028 has applied since 20 May 2026. Where this member state operates a registration scheme, the unit needs a registration number and it must appear on every listing.
- Booking platforms are required to check declared registration numbers against the national Single Digital Entry Point and to report invalid or misused numbers to the authority and to you. A wrong number risks the listing being removed.
- Local rules on night caps, guest registers and tourist tax sit on top of this and vary by city. They are not covered by the EU baseline.
- VAT on overnight accommodation rose from 9% to 21% on 1 January 2026 and applies to holiday lets, holiday parks and platform rentals. It also applies to bookings and prepayments taken before that date. Campsites where the guest brings their own tent, camper or caravan remain at 9%.
- Tourist tax is set by the municipality and is charged on top of VAT. Cuvanti does not hold the rate for Dutch municipalities, so no amount is shown here. In Amsterdam it is among the highest in Europe, so check the current figure before pricing.
- The nachtregister, a guest register, must be kept for every stay.
- Where a permit is required, it must be held BEFORE the first booking, alongside the national registration number. Applying afterwards does not cure the breach.
- Groningen allows 30 nights of private holiday letting per year, January to December, where you are not present. That is half of Utrecht's 60 and a fifth of what an operator used to Rotterdam would expect.
- You must live at the address and either own the property or be the principal tenant with the owner's written permission.
- You must be registered with the municipality and your registration number must appear in EVERY advertisement, including digital ones. Advertising without it carries a fine.
- You must report every single stay, its date and its number of nights, in the notification system. This has applied since 1 January 2025. You can report at most 30 nights a year, and once you have, the system will not accept another.
- A booking must be reported on or before the day the guests arrive. You may report a stay late at most TWICE a year, by e-mail request within one month of the stay, and the municipality decides whether to accept it.
- A bed and breakfast, where you ARE present, has no maximum number of nights and needs no registration number. You may not let it to the same guests for longer than four months, because past that it counts as living there and they must register at the address.
- Logiesbelasting, the tourist tax, is charged per person per night and set by the Noordelijk Belastingkantoor. Cuvanti has NOT verified the current rate, so no amount is shown. You may pass it on to the guest.
