What this means in practice
- Regulation (EU) 2024/1028 has applied since 20 May 2026. Where this member state operates a registration scheme, the unit needs a registration number and it must appear on every listing.
- Booking platforms are required to check declared registration numbers against the national Single Digital Entry Point and to report invalid or misused numbers to the authority and to you. A wrong number risks the listing being removed.
- Local rules on night caps, guest registers and tourist tax sit on top of this and vary by city. They are not covered by the EU baseline.
- German cities apply a Zweckentfremdungsverbot, a prohibition on misusing residential housing. Letting a dwelling to tourists is treated as misuse unless it is registered and within the local limits, and the rules are set city by city.
- Where the city operates a scheme, each rental must be registered with the local authority and the registration number displayed on every listing. Platforms are required to verify the number before a listing goes live, and a listing without a confirmed number can be blocked.
- The Meldeschein, a guest registration form, must be completed for stays.

- Before you offer or advertise the property to changing occupants, in particular on internet portals, it must be REGISTERED with the city and the owner must notify the city in advance. The registration number you are given must always be clearly visible to the public in every offer and advertisement.
- The prohibition has applied in Stuttgart since 2016 under Baden-Württemberg state law, and the city has extended it to 31 December 2030.
- Fines reach EUR 100,000 for misappropriation itself, doubled from EUR 50,000 when the law was amended in February 2021. A separate fine of up to EUR 50,000 applies to the information, registration and notification duties, so registering late and letting without permission are two different exposures.
- An objection or legal action against enforcement has NO suspensive effect, so a challenge does not pause the requirement while it is heard.
- Two things are NOT caught. Letting your own dwelling while you are away for a longer period, an interim let, is outside the Satzung. So is a secondary residence in Stuttgart where your main residence is not also in Stuttgart.
